Health Bureau - Elder-Friendly Navigation System


Owing to population aging, Taichung City Government implements Elder-Friendly City Plan and visits every administration district in Taichung to collect and integrate requirements from the elderly, and rate “Healthcare and Pharmaceutical Consulting Network for Elderly in the Community” as an important issue.

The current global information website of Taichung City mainly provides populace, healthcare providers and related industries with the relevant health and medical information. To respond to the policy promoted by City Government, the Health Bureau planned to add.

“Elder-Friendly Navigation System” on their website. This system can integrate elder-friendly services with GIS system of the city government and provide elderly-centered healthcare service by focusing on serving the elderly with the user-friendly system interface.

  1. The system focuses on services for elderly so that users can collect information and relevant introduction of healthcare services for elderly rapidly instead of searching pieces of information on the Internet.
  2.  Route guide are provided through “Elder-Friendly Navigation System” on GIS so that users can arrive their destinations fast and correctly according to the route guides.
  3.  The relevant services for elderly provided by Health Bureau are integrated into the system to offer users complete healthcare and medical services.

System Environment

(1) Map Service Server Software-SuperGIS Server 3.1

Elder-Friendly Navigation System adopts SuperGIS Server 3.1 as map service server software to centrally manage and publish map data of the city government and to build map website for front-end use. Additionally, on the map website, the existing map can be overlaid with Google Map, which enables users to obtain information of neighborhood elder-friendly service through web browsers.

(2)Database Management Software

Microsoft SQL Server 2012 Standard is utilized as its database management software. With the functions of spatial database, the relevant spatial data in this system enable users to search and query the data.

Data Integration

The six data categories in this project include Medical Service, Healthcare Service, Long-Term Care Service, Pharmaceutical Affairs Service, Medical Device and Public Health Center.

Platform Planning

Platform Planning contains two parts: the front-end website and the back-end management platform. The front-end website is used to display the integrated data that are positioned spatially for populace to query and use. And the back-end management platform can be used by administrators to manage and edit the uploaded data such as user accounts, authority and integration functions of diverse tasks to show the relevant information precisely.


“Elder-Friendly Navigation System” integrates with functions of map display, information display and query. The main function includes Map Viewing and Manipulation, Activity Location Positioning, Service Information Query, Welfare Information Display and Questionnaire.

1. Map Viewing and Manipulation
The map website in this system overlays the existing map data of the government with Google Maps so that ordinary users can instantly query the location of nearby medical services, healthcare activity and so on through internet browsers.

2. Activity Location Positioning

By GPS positioning, users can quickly search the relevant information of elder-friendly activities. The information can be displayed as texts and figures simultaneously on the interface for users to manipulate. Users can click on the map or information list to query the details of the activity. Subsequently, if users intend to participate in the activity they queried, “How to get there?” button in the dialog of the information detail can be used to plan route to the activity location.

The route planning function in this system provides three modes for users to obtain information of path to the activity location. Users can select Driving Mode, Transit Mode or Walking Mode according to their requirements. After users click “How to get there?” button, the system will run “Driving Mode” as the default mode to plan the route. Besides, users can modify the origin and destination by entering the addresses or dragging mouse on the map.

3. Service Information Query

“Elder-Friendly Navigation System” contains 56 elder-friendly services. With functions like Category Selection, Keyword Query and so on, users can obtain elder-friendly service information quickly through the system. And through GPS positioning function, the system can calculate distance between users’ location and each elder-friendly service by utilizing spatial database, and then provide the list of the relevant points of elder-friendly services around users. The order of these elder-friendly services on the list is based on their proximity to the user’s location. The closer the service is, the prior the service is listed.

In addition, there are more than 8,370 elder-friendly services stored in this project. If this large amount of data is displayed as traditional GIS way (single point), the data on the map will be crowded and difficult to be manipulated because of the distribution of too many points on the display. Also, it could form information garbage at the same time. Therefore, this system adopts point aggregation technology to display the spatial distribution of elder-friendly services. Through GIS Aggregation, in different scales, the system can display multiple points that are consolidated as one point, and apply different colors, circle radius, number annotation and so forth on the points to assist users in comprehending distribution of the resource.

4. Welfare Information Display and Questionnaire
Users can also view elder-friendly welfare information in the system by connecting the related URL or downloading the relevant attachments and so on. Additionally, the system provides questionnaire that can be used to assist system administrators in comprehending distribution of users and feedback from users.

“Elder-Friendly Navigation System” collects the relevant information of elder-friendly services provided by the Health Bureau of Taichung City Government. The services include Medical Service, Healthcare Service, Long-Term Care Service, Pharmaceutical Affairs Service, Medical Device and Public Health Center. Through the friendly GIS map website, users can query the relevant information of nearby elder-friendly services easily and quickly. And the system is expected to provide elderly-centered holistic healthcare service.

Subsequently, diverse friendly service functions will be added into this GIS website, including “My Favorite”, “Footprint of Elder-Friendly Activity” and “Audio Tour”, etc. By establishing account mechanism, the application will be valued up for the following elder-friendly service information.
