Transportation Sector Decision Support System
 
Scenario

Transportation system contains diversified types, including road, railway, subway, port, airline, etc. However, the relationship between each transportation facility is not only competitive but collaborative. In the past, the plans of building each transportation system was made by each transportation department and handed to Executive Yuan to be examined. Nonetheless, as the government has more serious financial problems, Executive Yuan examines the plans of building transportation systems more seriously, too. Furthermore, as the competition and cooperation analysis of the main transportation system plan and the sub one becomes more essential, it is necessary to create a complete and circumspect analysis mode which can facilitate the central examine unit— Institute of Transportation, Ministry of Transportation and Communication, Taiwan to assess each transportation

sector’s long-term infrastructure, grasp the direction of transportation system development, and raise the benefit of the distribution of the entire resources.

Given that, Institute of Transportation, MOTC planed to build up a WebGIS and use the institute’s the entire transportation development assessment as the basics to integrate the data in different units which can be the important references for planning transportation system development.

 
Goals

To build up an integrated assessment decision system, Institute of Transportation, MOTC intended to use their own studies as the basics and apply WebGIS technologies to integrate all of the transportation-related information systems and databases, such as National Geographic Information System, etc. Therefore, the assessment decision system can assist the institute in assessing the transportation development. Moreover, for the blueprint of transportation development and the analysis of transportation policy white paper, the decision system can provide the charts of analysis data to reduce the competition between different units and even conflicts caused by departmentalism. Thus, the benefit of the distribution of the entire resources can be raised, and the blueprint of national transportation system can be realized steps by steps.

 
Challenges

The main target of the project is to effectively integrate the existing databases and the related planning tools in Institute of Transportation, combine other transportation-related information systems, such as MOTC’s information system, National Geographic Information System, etc. and consider each transportation sector’s requirements for analysis, planning, decision making, decision statement, etc to create an integrated information decision core platform. Since there are a number of units involved in the project, it is an important challenge that how to make the examination unit understand the "proceeding" and "will-proceed" plans and figure out the relationship among the plans.

Moreover, the contents of the project are complicated, and the continuity and research analysis of each operation are focused on in the whole operation procedure. Therefore, how to improve the usability of the plan results through continuously reviewing the operations becomes another challenge of the project.

 
Solutions

Transportation Sector Decision Support System, adopting SuperWebGIS as the internet map server platform and using Transportation Plan and Integration Database as the core database, effectively integrates Institute of Transportation’s research results, databases, and related planning tools with other transportation-related data systems. As a result, users are allowed to display, query, analyze, manage, etc. the plans and associated data through the Internet. The system also supports input/output and import/export functions.

The structure of Transportation Sector Decision Support System contains 3 tiers:

Tier 1 is the plan assessment and decision assistant tool. It is

a systemized tool to deal with the complicated data calculation, data compilation, and so on.

Tier 2 is the support database which is the base of the system. The content of the data covers all of the types of data required by the assessment in Tier 1.

Tier 3 is the user interface. It is the WebGIS platform developed with SuperWebGIS as the core. The WebGIS platform provides several manipulation tools which enable users to manipulate GIS functions and assess the plans.

 
Results

Transportation Sector Decision Support System is a WebGIS platform developed by SuperWebGIS 2.1, allowing users to display, query, and manage the transportation development plans. The system not only can allow each transportation sector to submit, query, analyze the plans but also can facilitate Institute of Transportation to manage the relationship among the transportation plans to assess and examine the plans. As a result, the resources would be used effectively.

Transportation Sector Decision Support System provides 6 functions for users with different need.

1. Plan Query:
Users are allowed analyze the influences of the plans and the features of the transportation plans.
 

The system provides many kinds of databases for users to query.

 
Year Budget Assessment assists users in assessing and understanding transportation budgets of each year.
 
Users can query and start to assess plans via the Case Plan Assessment.
 

The function is on the default log-in page of the system. Users are allowed to query the case plans or previous plans submitted this year by plan name, transportation type, plan status, submit unit, key word, etc. In addition, users can compare numerous plans at a time and also analyze the influences of the plans and the features of the transportation plans.

2. Plan Management:
 

The main aim is to allow each unit to add, edit, delete, manage the plans and fill in the different content of the plan according to different assessment progress.

3. Transportation Database Query:
 

It provides graph database, social-economic database, transportation operation database, transportation need mode database, transportation network database for users to query. Users can query the feature data, social-economic data, vehicle data, and types of statistics to do the advanced analysis.

4. Plan Assessment:
  The function offers 3 kinds of assessment modules, Sector and Subtype Assessment, Case Plan Assessment, Year Budget Assessment. Each module serves different users so that the operation procedure and manipulations of each module are different in order to satisfy the users in different sectors.
5. Toolbox:
  It provides advanced statistic analysis, consultancy database query, territory plan and transportation-related policy, and plan tool software. Advanced statistic analysis allows users to analyze and operate the data across the databases to create statistic graphs to help users to do the analyses more efficiently. Consultancy database query mainly compiles the commonly-used transportation statistic charts and plan experience information for the illustration of related transportation target, quantitative plan display and social-economic application analysis. Territory plan and transportation-related policy includes the governments decision results over the years and enables users to query or download the data. Plan tool software contains several software tools developed because of decision plans; while planning, users can use the tools to assess the plans based on the same assessment bases.
6. Account Management:
  The function primarily enables administrators to add, edit, and delete the accounts. Each function in Transportation Sector Decision Support System has different user permissions. That is to say, users who have the specific permission are able to use specific functions. The permissions can be set by administrators through the account management.

The establishment of Transportation Sector Decision Support System becomes a stable base for the national transportation plan. The system effectively integrates the commonly-used databases and plan tools in the related transportation sectors to provide a high-efficiency platform for the sectors to analyze, display, policy declaration, and plan assessment; also, the work efficiency is raised by 23%. Moreover, through the Transportation Sector Decision Support System, the central transportation department can review and integrate the building plan submitted by each unit according to the national transportation policy. Therefore, the central transportation department can assess the content of the plan, budget distribution, and priority to order the plans so that the usability of national data can be improved and the target of traffic sustainable development can be achieved.
