Vendor Management GIS System
In the early of 2001, spatial information technologies were introduced by City Market Administration Office, helping to build “City Market Management GIS System” with SuperWebGIS. At that time, people don’t have Google Maps API yet; therefore, the technologies of building online GIS system somewhat fortified the task convenience of markets, shopping arcades and vendor management. Since the City Market Management GIS System was built, it had been maintained and expanded several times, completing the functions related to map applications.
However, the City Market Management GIS System had faced operation difficulties which retard the map application efficiency.
Firstly, it faced the problems of function planning. System functions had been expanded several times since the system was built; but the plenty of functions cannot be manipulated on an integrated interface. For example, when an user find the target vendor on map through “positioning function” and want to modify the position of the vendor, he will find that he need to switch to another function, “position data compiling function”, and reload the map to modify it.
Secondly, the system also faced problem of map accuracy. The existing maps contain potential errors. However, it needs a lot of manpower to maintain data accuracy and significantly dissipates operational performance of computer to generate Map Catch of a digital map. The agencies have no choice but to compromise to use maps that might include error information.
Thirdly, the outmoded maps impact on system functions’ operation. The “query by positioning function” of the City Market Management GIS System requires data within the database to get and display the result. But as long as information of any road or address needs to be modified, it takes time for data maintenance personnel to modify data one by one. Without stable data updating mechanism, the outmoded data increase unstable situation in system operation.
This year, City Market Administration Office plans to renew the City Market Management GIS System by applying Virtualization technologies, and reprogram the system with ASP.NET. Meanwhile, to respond to different user groups, functions within the renewed system will focus on vendor management; and the new system will be named as “vendor Management GIS System.” With this fresh turning point, City Market Administration Office gets the opportunity to enhance the existing system functions in one effort. Besides, to resolve the problems mentioned above, the office urgently require stable data resources and higher-efficient GIS alternative in addition to map function reviewing and development.
1. Finding out what functions are highly required by users:
After analyzing the enhancement requirement of the original system, the office found out functions that are highly required by users, including:
a. Positioning by Marketplace:
Used to input conditions of the target marketplace; and the system will zoom in/out or pan the map to display the scope of the marketplace.
b. Positioning by Road:
Used to input name of the target road; and the system will zoom in/out or pan the map to display the scope of the road.
c. Positioning by Address:
Used to input the address of the target location; and the system will zoom in/out or pan the map to display the location.
d. Vendor Querying:
Used to input the information of the target vendor; and the vendor will marked on the map.
e. Display vendor Category:
Working with positioning functions mentioned above to enable users to decide whether to show position information of the vendor on the current map scope.
f. View Marked vendor:
Used to display information of a vendor while user clicking the vendor (point).
g. View Data:
Used to show attribute data in the message box and on the map.
h. Violator Auditing:
Used to mark and record the target vendor on the map for violation auditing task.
i. Compile Position Data:
Used to move position of the specified vendor on the map to keep data accuracy.

Subsequently, the system will organize steps ①[note1], ②[note 2] and ③[note 3] according to users’ requirements in the order of visual movements illustrated in the figure below.

2. Taiwan Geospatial One-Stop Portal (TGOS) MAP API:
After ensuring what required functions are and surveying various solutions on the market, City Market Administration Office decide to apply TGOS MAP API.
Developed through SuperGIS Server, the Taiwan Geospatial One-Stop Portal (TGOS) gathers diverse map data on cloud, helping the office to integrate diverse useful maps. It owns the most complete and accurate national geographic data, index catalog and metadata of web service, and enables multiple online users to manipulate the system at the same time; what is more, stable services with permanence and outstanding resistance are also provided. The office ensures that TGOS MAP API is capable of replacing those out-of-time map functions within the existing GIS service and directly providing best digital maps and positioning function in the meantime.
1. Query Interface:
The Query Interface contains two tabs, “Query by Position” and “Query by vendor.” The previous one supports users to query multiple vendors in a specified scope while aiming no specific target vendor. On the other hand, the later one is used to query a specific target vendor straightforwardly.

2. TGOS Online Map Platform:
Built through TGOS MAP API, the TGOS online map platform provides manipulation interface corresponding to the mainstream use. Users can scroll to zoom in/out the map, drag and pan the map with mouse. In addition, the map shows scale for users to refer to.

3. Vendor Data Management Interface:
This interface enables users to view elementary data of each vendor by selecting a target vendor (a point) on the map. Furthermore, users can also mark and record the target vendor on the map for subsequent violator auditing, or position data compiling tasks.

Developed by the Information Center, Ministry of The Interior, the stable services of TGOS MAP API have been the first option for administrative agencies while considering building online map applications. By applying TGOS MAP API, City Market Administration Office can effortlessly apply official digital maps and address positioning functions every year instead of purchasing or maintaining the out-of-condition GIS server on its own. Moreover, the online map applications built by TGOS MAP API will also be improved, expedited and enhanced by Ministry of The Interior day by day, providing better and superior services for plenty of agencies.
