Upgrading Your Workflow of Field Inspection with SuperSurv
 
Scenario

The environment of Taiwan is vulnerable. Over one thousand sensible earthquakes strike this island country annually, typhoons and the plum rain in late Spring often bring disastrous precipitation that can cause landslides and floods. Therefore, financial assistance from the government is frequently applied by landowners in Taiwan, especially farmers. The agriculture and economics division in the local government is the authority of such application. After receiving applications forms, inspectors will be sent to the site for verification. Other than the approval of financial assistance, the local government also sends workers to the field for various land management related tasks, like checking the land use, approving fallow farmland subsidy, etc.

 

 
Challenges

In the past, data for applying financial assistance were mostly printed on paper, such as cadastral maps, satellite images, and application forms. Because the size of paper maps is limited, officials often need to bring a lot of papers to verify the target via reference points and to check whether the condition matches the application form. It is extremely inconvenient workflow while you are working in the field. After returning to the office, it also takes much time to organize the data acquired in the field and then enter it into the computer.

 

 
Goals

To improve this workflow, local government agencies in Taiwan seek to introduce mobile GIS software for field inspectors. The goal is to help officials accomplish their work with pre-loaded cadastral maps, road data, and satellite images, integrated into a single smart device. Also, the GPS positioning capability is necessary so that user can know where they are in the field in real-time.

 

 
Solutions

To achieve the goal mentioned above, the local government in Guanyin District, Taoyuan, has decided to introduce the most advanced mobile GIS software- SuperSurv 10. Task I Verifying the land use of specific land parcel

After a land parcel is registered as farmland in use or fallow farmland, inspectors need to check its real condition in place. For farmland in use, the official needs to record the species of crops, while for fallow farmland, it also needs to be marked.

Workflow in the Office

  1. Save cadastral maps and satellite images to your Android device and open it in SuperSurv 10. And it is suggested to create projects according to different sections so that inspectors can survey in the field more easily.
  2. Enable the label to show the Parcel ID on the map for identification.
  3. Find the target parcels with query function and mark them with waypoint function.
  4. Create a new point layer and build two custom field- Parcel ID and Condition of Crops. The Parcel ID field is designed as a drop-down menu so that users can fill it right after inspection. The Condition of Crops can be used for recording the species of crops or fallowness of farmland.
  5. Add XY

Workflow in the Field

  1. Use waypoint function, and it will guide users to the target parcel.
  2. After users reached the appointed parcel, create a new feature in the point layer by the function “Add a vertex at GPS position” and record the current condition.

Task II- Checking the damages caused by natural disasters

Crops may be significantly damaged when encountering extreme weather conditions like heavy rain, hailstorm, and cold front. Farmers will apply for financial assistance. Accordingly, the local authority needs to send officials to check the real damages in appointed areas.

Workflow

  1. Save cadastral maps and satellite images to the mobile device and open them in SuperSurv.
  2. Bring SuperSurv to the target area and record the actual damaged area to ensure the correctness of financial assistance application forms.

 

 
Task III- Inspecting whether the land use is under regulation

Before building agricultural facilities, the officials should check the area and the property of construction site on the spot to secure the facility is under regulation.

Workflow

  1. Save cadastral maps and satellite images to the mobile device and open them in SuperSurv.
  2. Go to the target area and check whether the construction site obeys related laws.
