Building a Web GIS for Cadastre Management
 
Scenario

Well-organized and comprehensive cadastral data is the key to success land management. A cadastre provides basic information about the boundary and the value of land parcels as well as the legal conditions, which are essential for negotiation between landowners and proper land use. Since the introduction of the land information system, the authorities responsible for public lands can obtain digital cadastral maps and use GIS to generate land use maps that classify land parcels in different colors according to their current usage. These maps are essential references for land management.

Under the Tourism Bureau, MOTC, the administration of North Coast and Guanyinshan National Scenic Area (abbreviated as NorthGuan) is a local authority of this specified area. The NorthGuan has operated a cadastre management system since five years ago. But with the recent adjustment of its administrative region, many cadastral maps have to be updated to meet current status. Other than old data, the internet and GIS technology used in this system cannot perform adequately in the latest software and operating system.

 

 
Goals

To manage lands efficiently and distribute resources reasonably, the old cadastre management system programmed by VB.NET should be revised and updated by the latest software and programming language. In addition, the user interface of the new system should be redesigned and customized to make it more user-friendly.

Another important thing to do is to redefine the boundary controlled by NorthGuan and to update all cadastral data in the administrative region.

Furthermore, it is also critical to ensure related authorities can instantly receive up-to-date map layers through the internet, such as cadastral maps WMS, cadastral attributes API, TGOS MAP API, and so on, which will cut down personnel cost spent on doing routine tasks.

Finally, yet importantly, the system should be able to conduct compound querying, print out detailed cadastral information, and display the location of a specified land parcel in 2D and 3D on this web GIS.

 

 
Solutions

By developing this customized cadastre management system with the latest HTML5 standard, the project team ensures that the new one could perform flawlessly across different browsers without installing extensions.

After deciding the programming language and the framework of the web system, Supergeo Project Team used SuperGIS Desktop to access the database for data processing and feature symbology editing. In the end, SuperGIS Server was used to establish and publish internet information service, which will be the foundation for the further development of web GIS. SuperGIS Server provides various map services that conform to OGC standards, such as WMS and WMTS, which are used in this project. This feature allows data to be highly shareable and thus to satisfy the need of NorthGuan.

The JavaScript APIs offered by SuperGIS Server help users establish different kinds of online maps. They can quickly embed map services into the website, edit the content of map services, create customized functions as well as optimize the performance of web GIS. Most importantly, by using Cache Generator in SuperGIS Desktop, users could soon create map tiles of both aerial photograph and cadastral map. The tiles can be loaded into Supergeo's Mobile Cadastral GIS APP as basemaps. Therefore, the field workers can inspect the condition of land parcels even without internet connection, which will significantly improve their efficiency.



 
Results

The accomplished cadastre management system contains five core capabilities, including Document Management, Asset Management, Cadastre Query, GIS Query, and System Maintenance.

Document Management provides data management function for engineering and city planning. Also, users can upload related documents with ease.

Asset Management is used for, of course, managing facilities and asset. It keeps records and helps field workers inspect different facilities according to their plans and schedules.

Cadastre Management integrates all cadastral data within the administrative area and allows users to edit as well as to pick out certain land parcels through compound query.

GIS Query offers users an interface to find particular features quickly. It includes not only fundamental functions for map manipulation but various positioning options that enable users to pan the map to specified area. Furthermore, users could also decide which layer should be displayed on the map so that they can find the cadastre by clicking on the feature.

Serving as the administrator of the system, System Maintenance can add, edit and delete user information and controls the authorization and access of the whole system. Also, it manages the data of tourist attractions and the codes of each facility.

 

Benefits

By integrating the latest web technologies and SuperGIS products, the new cadastre management system accomplished by Supergeo's project team not only meets diverse needs perfectly but adapts to different environments easily. This all-in-one web GIS helps the officials of NorthGuan manage the cadastral data and then publish as map services, so all branch offices of NorthGuan can check and inspect the land information via the internet effortlessly, including cadastral data export, demonstration, and query.
