| Scenario |
North Coast and Guanyinshan National Scenic Area is the eleventh national scenic area that is established under the plan of the Tourism Bureau, Ministry of Transportation and Communications. It combines the north coast, Guanyinshan and Yehliou scenic spots and is in charge of coordinating and managing the tourism resource usages within.
In year 2005, in order to efficiently manage the cadastral data within the scenic area, North Coast and Guanyinshan National Scenic Area administration had built the Bei-Guan National Scenic Area Numeric Cadastral Management Information System (constructed on SuperWebGIS Server). Three years have passed since the system was completed. As time and space changes, more and more new recreational facilities were built and data of cadastre or facility layers were no longer fitting the real situation and were very insufficient for use. In addition, in the recent years, the construction technology of web GIS had a breaking progress. What used to only work on desktop GIS now also works well in performance and efficiency on web GIS. Considering the two reasons, the authorities regarded it as a must that the latest technologies are adapted to develop a new knowledge management application analyst. More, if this is integrated with the current system and basic data are updated, it will improve the system's performance, popularity and usage rate as well as increase the managing efficiency for administration on land resources. The resources can then have effective applications and administration efficiency can also be increased. |

| Goals |
 |
The system interface |
|
| GIS is an emerging tool for exchanging and sharing data. In order to effectively manage the land resources within the scenic area and use the current numeric cadastral data to increase recreation quality, building a fine numeric cadastral management information system is necessary. Using the system to manage usable resource as well as the position and status of public facilities benefits future development, construction, operaction, management and business promotion. |

| Solutions |
| The Numeric Cadastral Management Information System built for this project adopted SuperWebGIS structure in Chinese Windows operating system. Through the simple photo-text query interface, users can query layers and attribute data. According to business demands, the limits of authority for |
| managing and maintaining data can be set. The associated manipulation functions enable the people in charge to attain cadastral data and the related geographic information swiftly. As a result, the system development will follow the principles stated below: |
| 1. |
Use the existing Microsoft SQL Server 2000 owned by the Database Department. |
| 2. |
Considering the operating system integration and relative supportive programs, the web interfaces of this project include |
| |
Microsoft Internet Explorer 5.5 and above and browsers from different venders. |
| 3. |
System developing tools consists of the existing commonly used website developing technologies, including VB, VBA, Java, |
| |
PHP, ASP, JavaScript, VBScript and other programming languages applicative for the Internet. |
|
| |
| Results |
 |
Many applications can be provided by overlaying the vector layers and the satellite images. |
|
The project is constructed according to the existing plan of National Environment Database Groups of National Geographic Information System. The target is to enhance the popularity and correctness of the existing numeric file data, to build a complete numeric cadastral management information system, to efficiently manage the land resources within the area, to enhance the resource usage rate and to keep full control of the usable resources as well as the position and status of public facilities within the area.
The file database analyst is developed to integrate maps and attributes, allowing the person in charge to query texts by maps and query maps by texts. Multi-person online query provided by the system can repeatedly use and extend related layer data, providing a quick querying interface for colleagues of the same section; moreover, it also assists in the services and promotion of related businesses. |
